COVID-19 On Campus Testing

COVID-19 testing for employees and students is in Building K, Rm. 171.
- Monday - 7 a.m. to 3 p.m.
- Tuesday - 11 a.m. to 7 p.m.
Employees who provide proof of weekly negative COVID-19 tests in accordance with the current Illinois vaccine executive order may choose to use either provider.
As a reminder, all test submissions need to include the following:
- First and last name
- Test result (positive or negative)
- Type of test (indicating it is a NAAT or antigen test)
- The entity issuing the result (e.g., laboratory, healthcare entity, or telehealth service)
- Specimen collected date
If you have already provided proof of vaccination, no additional action is required.
To comply with the Order, Elgin Community College (ECC) will begin requiring employees to show proof they are fully vaccinated or, absent proof of vaccination, provide proof of a negative test weekly. Employees can submit their proof that they are fully vaccinated, and, once approved, they will not have to do weekly testing. If you are unvaccinated, provide proof of a negative test weekly. This testing must be performed every seven days and tracked on a rolling cycle. Failure to test before the expiration of the previous weekly test will be considered out of compliance and withheld from service. Employees will remain out of service until they have come into compliance.
Employees must perform testing during non-working hours (lunch break is acceptable if it doesn't cause you to go over the break). The on-site testing facility will have regularly posted hours. Vitality will send the test results to the employee, and HR will track results. A vendor or party can perform testing outside of the on-site vendor. For example, employees can go to Walgreens or CVS or a rapid testing facility for a test. Please note that the facility must comply with the Illinois Department of Public Health (IDPH) requirements. Employees can submit the results of an at-home test. These test kits must comply with the requirements of IDPH. Employees should be aware that test results can take up to 72 hours and should plan for that when trying to meet the weekly testing requirements of the Order. Employees are required to have a negative test result before working each week. Employees who fail to comply with the Order will be violating the safety rules of the College. They will be withheld from service and could be subject to disciplinary action for non-compliance.
Vitality is the vendor ECC will use for the testing on September 20, 2021. ECC endorses this vendor to perform the tests as required by the State. Vitality will be operating in Building K, and their hours of operation will be posted. ICCB has allowed ECC to accept proof of testing from other outlets such as Walgreens, CVS, Rapid Test, etc. IDPH has given requirements for institutions to accept those tests. It will not be accepted if the test doesn't meet the IDPH standard.
Similarly, ECC can accept at-home tests as long as they meet the IDPH standard. The employee will bear the costs of a third-party test or at-home/self-test. Testing at the on-site facility is complimentary.
For third-party vendors
Individuals testing to comply with the requirements in the Order should seek viral testing, preferably a PCR test if available. Tests must have Emergency Use Authorization by the FDA or be operating per US CMS's Laboratory Developed Test requirements. Viral tests indicate whether an individual has a current infection. There are two types of viral tests: nucleic acid amplification tests, including the gold-standard PCR test, and antigen tests.
At home or self-test kits
At-home tests or self-test kits for COVID-19 are available for purchase from retail pharmacies and other outlets. Some of these tests require supervision from a health care provider through telehealth, who will then confirm the identity of the person taking the test (e.g., by showing photo ID), while others are fully self-administered. For higher education personnel and students, at-home tests that are fully self-administered are permissible when the Institution of Higher Education requires proof of the test result through a video or picture of the test result to be available upon request.
ECC has a requirement to maintain a safe work environment for all its employees. ECC recognizes this Order as a safety requirement from the State of Illinois. We expect that all employees will comply. As with all safety requirements, ECC will enforce this Order. Employees who are not fully vaccinated or have not submitted a weekly negative test result will be considered non-compliant. ECC will withhold employees out of compliance from service (not allowed to work) until they become compliant. Employees can use one (1) day of leave time but, after the one day, will continue to be withheld from service unpaid. As with any violation of ECC policies, practices, or procedures, employees could be subject to disciplinary procedures if they fail to comply with this safety requirement. Employees working fully remote (100 percent) will not be required to submit documentation concerning the vaccine or test results until they are required to return to campus. If they are required to return to campus, you must submit this information before returning.
