ECC is veteran-friendly.
On Tuesday, April 28, 2020, President Trump signed H.R.6322 into law. This addresses the following:
- Education programs and assistance for veterans during the covered period from March 1-December 21, 2020.
- Authorizes the Department of Veterans Affairs (VA) to continue paying work-study allowances during emergency periods.
- VA is also authorized to continue paying educational assistance and subsistence allowances for a specified amount of time for programs of education that are suspended due to an emergency situation.
- An educational assistance payment shall not be charged against an individual's entitlement to educational assistance if an individual was unable to complete a course or program due to the temporary closure of an educational institution or the temporary termination of a program by reason of an emergency situation.
- Extends the time limitation for using educational assistance under the Montgomery GI Bill and the Post-9/11 GI Bill when institutions are closed due to an emergency situation or executive order.
- Also extends the time limitation for participation in a vocational rehabilitation program when such participation is prevented due to an emergency situation or executive order.
- The bill authorizes the VA to pay a subsistence allowance for two additional months to a veteran following a program of employment services during the covered period for full-time training for the type of program the veteran was pursuing.

Thank you for your military service! Whether you are starting college for the first time or re-entering college, ECC welcomes veterans home to a great college experience. If you have never used your benefits, you should:
- Complete the application for benefits at benefits.va.gov/gibill.
- Complete an application for admission.
- Register for classes.
- Submit the following to the Financial Aid & Scholarships Office:
- Eligibility letter (that you received online or in the mail)
- Complete the Veteran Checklist and Certification Packet - PDF - PDF
All items must be submitted to the Financial Aid & Scholarships Office via email at financialaid@elgin.edu or call 847-214-7360 with any questions.
Allow 30 to 60 days from the time you complete your veteran application at benefits.va.gov/gibill.
- Applying for your VA education benefits online with GI Bill benefits.
- Visit the GI Bill Comparison Tool and enter the requested information to compare benefits.
- Schedule and an appointment with the Veteran Certifying Official at 847-214-7376.
- A monthly housing allowance (MHA) or educational stipend is paid directly to the student at the beginning of each month for the previous month.
- In certain months, your housing allowance/ stipend may not be for the full amount because benefits start on the day you start school. For example: If classes begin August 22, your September stipend will be for the nine (9) days you attended in August.
IVG, ING, the MIA/POW Scholarship, and GI Bill Chapter 33 (Post 9/11) will send tuition and/or fee payments directly to the school.
- If you are not receiving 100% of tuition coverage from Chapter 33, you are responsible for any balance due to ECC.
- The IVG and ING will cover tuition charges as well as the once-per-term registration fee. The student is responsible for all other non-tuition-based fees.
- The MIA/POW Scholarship does not cover the once-per-term registration fee.
- If you are receiving other benefits (s), you must complete a payment plan to secure your classes for that semester. It is recommended that all students apply for federal student aid.

Verification of Enrollment Status
- Student schedule certifications for all GI Bill chapters are submitted upon request by the student. The student submits their written request each semester by completing the Veteran Checklist and Certification Packet and returning it to the Financial Aid and Scholarships Office.
- MGIB-Active Duty (Chapter 30), Chapter 35, Chapter 1606 - The student must complete the monthly certification by visiting the GI Bill Home page and clicking “Verify School Attendance” on the right side of the page or calling 877-823-2378 to avoid any overpayments or delay in receiving monthly stipends.
